I start with a veterinarian tool. (You really don't want to know what it's normally used for!)

After much trial and error, I have found how to modify this tool so it can be used with balloons.

The pliers stretch open a balloon nozzle. With the nozzle open you can insert almost anything that will fit inside diameter of the balloon.

Bouncy balls, pom-poms, jingle bells, dog treats, small toys, flashlights, pens are just a few of the things you can put in balloons.
